Launch of the PCP-WISE project: a new era in water management through space innovation
The PCP-WISE project (Public Procurement of Innovative Solutions for Water Management from Space) was launched on January 1st 2025, marking the start of an ambitious international collaboration dedicated to the sustainable management of water resources. Funded by the European Commission's Horizon Europe programme and selected under the HORIZON-CL6-2024-GOVERNANCE-01-5 call, this 36-month project has a budget of €19 million, of which €12 million is earmarked for the R&D phases during the implementation of the PCP instrument.
The main objective of PCP-Wise is to develop innovative solutions (up to TRL8) to improve water management, particularly in the fields of agriculture, climate risk management and resilience to water-related natural disasters, using space data and technologies.
The specific objectives of PCP-Wise
The PCP-WISE project has several key objectives:
- To develop innovative solutions using satellite data and space technologies to improve water management. These solutions will be tailored to users' needs, whether for managing water reserves, irrigation or water-related risk management.
- Strengthening the water resource management capabilities of public and private players. By integrating advanced technologies, the project aims to improve the efficiency and sustainability of water management practices.
- To encourage innovation in the water management sector by facilitating the adoption of new technologies and promoting collaboration between the public and private sectors.
- To promote effective collaboration between the different stakeholders in the project to develop practical and concrete solutions to the challenges of water management.
The role of Aerospace Valley: creation of the Stakeholder Group and support for the WPs
An essential element of the PCP-WISE project is the creation and management of the Stakeholder Group, for which Aerospace Valley is responsible, in close collaboration with other partners. This group will bring together various stakeholders, such as researchers, policy-makers, end-users and industrial players. Its mission is to guide the project, define the needs of end-users and ensure that the solutions developed are truly adapted to the challenges encountered in water management.
The Stakeholder Group will be a key element in ensuring that the technologies developed are not just theoretical, but actually meet the needs of water managers across Europe.
At the same time, Aerospace Valley will be supporting the other project partners in their tasks, particularly in the definition of use-cases, the implementation of the PCP, project communication and raising awareness of climate issues within the framework of the PCP.
The Project Consortium: a European collaboration
The PCP-WISE project brings together a consortium of 26 partners from 10 different countries, joining forces to develop innovative solutions for water management using space technologies. The consortium includes universities, specialised companies, public institutions and European and international organisations, which will be contributing their expertise and know-how to the project.

This consortium is a real asset for the project, with the diversity of skills and expertise it brings together. The partners will be working closely together to create water management solutions that use space technologies in a practical and effective way.
Kick-off in Barcelona: a first step towards the future
The PCP-WISE Kick-off was the opportunity to launch the project. The event, which took place at the Institut Cartogràfic i Geològic de Catalunya in Barcelona on 15 January, was an opportunity for the 26 consortium partners to meet, define the next steps and synchronise their common objectives. It was also an opportunity to strengthen the links between the various partners and share initial ideas and solutions to meet the challenges of water management.
Among the consortium representatives, Aerospace Valley was represented by Laure VIDAL, project manager for Aerospace Valley, and Fabienne DAVERAN, Europe Unit Manager, underlining Aerospace Valley's commitment to contributing to the success of this initiative.
